Help with diff. in timing in both sticks ?

I have decided to buy:
16GB 1866Mhz @ 9-10-9-27.

Now, as compared to what I have selected above, how abt this:
16GB 1600Mhz @ 9-9-9-24.

I have read articles explaining the timings & what each number means but I cant seem to understand much. So which one is better....

PS: Both almost same price here.

Yes as DRAM freqs go up, you can also raise the CL 1 for each freq increase and stick gain higher performance i.e. 1600/8 1866/9 2133/10 going up each will have a slight improvement, when you jump say 1600/9 to 1866/11 (a step increase in CL for 1 in freq) then the slower (1600) may actually be better, performance wise

The Trcd is "10" on 1866Mhz... whereas I would have preferred "9".... Anyway I can change Trcd settings only, once I buy the kit OR it really doesn't matter as it compensates in faster Mhz ?
