[Troubleshooting] Power supply lights and all other components aren't getting power, but USB mouse is

As the title says, the LED & fan on the power supply won't come on and neither will any of the rest of the components of the computer, except for a mouse plugged into a USB port on the motherboard. There's also a keyboard plugged into the mobo which isn't lighting up weirdly enough.

All the important connections: 20(16+4) pin to mobo, 4 pin to CPU on mobo, 4 pin CPU fan to mobo, SATA to HDD, SATA to optical drive, molex to case fan, 6 pin to Video Card.

PSU is a brand new Apevia ATX-CB700W. Had the same problem with the old power supply, figured that was the problem so I replaced it and am now having the same problems

Note:
This is a rebuild of an old build from 2009. Other parts: mobo: MSI 7596 760GM-E51 CPU: AMD Athlon II. Can't tell beyond that because logo is worn off. RAM: 2x4gb Z3 platinum series HDD: WD caviar green 500gb GPU: Radeon R5750

Is it possible that the mouse has batteries like a wireless mouse does?

Nope, just checked. Wired gaming mouse. Only lights up when It's plugged in and the power supply is switched on
