classic old system new GPU bottleneck problem

Hi,
my friend's 6 year old PC's GPU is dead and he want's to get a new one. now before I ask you my question let me give you his system specs:

CPU: intel core 2 duo E33681-001
MB: Gigabyte GA-ep41-ud3l
Former GPU (now useless) : MSI Nvidia 9600GT 1GB DDR3
RAM: 2 GB Kingmax ddr2 1066
HDD: seagate barracuda 7200 500 GB
PSU: 380 W
New ( going to buy) GPU : sapphire AMD R7 250

now... I told him even with the previous GPU , your system most likely had bottleneck problem. ( I assumed the GPU was way more powerful than the rest of the components) , and suggested assembling something totally new.
but he said he was on a budget and he wanted to get his PC up and running with maximum 100 $. and that he wants to game !

so is there a MAJOR botttle neck problem (assuming he buys r7 250 or something like gt 630 ) ?

Honestly the new GPU is pretty low end and you should not really see much in the way of a bottleneck. The only thing that will be a really noticeable bottleneck in modern games besides the CPU, is the RAM. Some games require more than 2gb minimum now.

What games does he want to play?

There's gaming and then there's GAMING. Sure, he'd still be able to game, just don't expect it to be on today's AAA games. He'll be able to play most of the source based games from Valve and quite a lot of other less graphically demanding games. He might even be able to play some of the more demanding games at lower settings, but don't expect miracles.

I suppose action FPS games like COD and racing games like NFS !
yeah, that was what I told him.. that 2 GB wont do, but you see, even second hand DDR2 RAMs are hard to come by these days.
I even joked you may need to down grade to windows XP to save ram !!?
AMD R7 250 is 1 GB DDR5 and nvidia GT 630 is 2 GB DDR3 for 80% R7 250's price, would you agree because of his lack of RAM he should go for the gt 630??
(does GPU's memory have anything to do with RAM ???).

No, I would get the 250 because the 630 isn't even meant for gaming, more for adding monitors to a day-trading build. Also, he can upgrade the system around the 250. But honestly it is low end enough that it isn't overkill for his system.

No GPU memory has nothing to do with RAM.
