What is the weak spot in my PC that is causing major framerate issue

My current PC:
Processor: AMD A8-5500 APU with Radeon(tm) HD Graphics 3.20 GHz
Isntalled memory (RAM): 8.00 GB
System type: 64-bit Operaing System, x64-based processor
AMD Radeon HD 7400M Series

is this good for games? what should I upgrade?

You should probably add a GPU. You can be pretty confident that the GTX 750 Ti would boost your framerate by a LOT.

Is AMD Radeon HD 7400M Series any good? is that my graphics card? sorry i know nothing about PCs.

Im trying to play L.A. Noire at the moment but the framerate is so bad that it is unplayable, even at the lowest quality.

You have the AMD Radeon HD 7560D, which is not really all that great. A GTX 750 Ti, or even GTX 750 would pretty much triple your framerate.
