cant access this site on chrome or any other browser (http://no-info.no-ip.info/)

ive been trying to access this site (http://no-info.no-ip.info/) on chrome but every time it trys to go to it, it just says:
This Website is Not Availabe
The webpage at http://no-info.no-ip.info/ might be temporarily down or it may have moved permanently to a new web address.
Error code: ERR_NAME_RESOLUTION_FAILED

Ive tryed opening it on Internet explorer and Firefox, didnt do anything, and cleared my cookies on chrome and reseted the browser settings but it still gives me the same error.
I dont know if it is because of windows 8 but i highly doubt it because im able to open the site on my laptop that is also running windows 8. ive never even heard of a domain called .no-ip.info or whatever.

its would be great if i could fix this issue

Update and PS: i forgot to mention i was able to get on the site once with my desktop but after that i wasnt able to get back on it. and also the site now refuses to open on my laptop all of a sudden, just like my desktop

Sight might be down?
Cant enter it here either.

But if it are to be up again, try lowering your security settings in the internet options tab for IE to start with
