This issue just recently popped up with my copy of Assassin's Creed: Revelations. I've checked at it also seems to affect Assassin's Creed II, a game that I was able to complete without ever seeing this issue. I've looked around and no one seems to have ever reported something like this.

I've tried messing with the graphics, turning V-sync on and off, un/reinstalling the game, even un/reinstalling Uplay.

I have tested other games to see if they're affected by this, namely Skyrim, Far Cry 3, and Deus Ex: HR, and the issue seems to be isolated the Assassin's Creed games. to Any idea on what's causing this?

System Specs:
AMD FX-6300 3.5 GHz 6-core
AMD Radeon 7950 3GB (AMD Catalyst 14.6 Drivers)
8 GB RAM

Solution
Just throwing out stuff for you to try...

(process of elimination)
Have you tried disabling all startup items? If you don't need Uplay to play AC, might as well disconnect from internet as well.
Maybe try gpu Beta Drivers.
May be a good time to blow the dust out of your comp (especially the gpu) while your at it. probably not your problem though. wouldn't hurt.
