Trying to upgrade GPU

So i have bought a pre-built desktop some time ago from dell, A Dell XPS Studio 8300. It Came with a i5-2320 CPU @3.00GHz,3001Mhz, 4 cores. 6 gigs of ram, A AMD Radeon HD 6450, and a 460w power supply. I was told that i can get a new power supply and GPU And i would be set to run games on High-Ultra Settings. If this is true What GPU And power supply would be ideal to make it a more powerful Higher end gaming PC with a $600-700 budget :)?

I was looking at the r9 280x and 290 series , would those compare the the GTX 650ti ? and how big of a power supply difference would i need?
 


The problem with upgrading Dell and HP machines is they are often limited in what you can do.

After some googling, you should be fine replacing the power supply but you're limited to about 10 inches (250mm) in max graphics card length, is that right? Can you open your case and check?

It Does seem that way, but all thats in the way looks to be some cables. can't those just be pushed back
