Low Volumes In All Applications Except Games, Mumble, and iTunes?

Title pretty much says it all.

I use a Logitech G430 headset, with Logitech USB soundcard and drivers. As well as V-Moda M100's with Realtek audio drivers. However, in all applications (Chrome, VLC, Media Player Classic, and others) except the 3 mentioned, my volume levels are only 60% of what they are in those other applications.

A few notes:

-Yes my volume in the system tray is at 100%
-Yes the volume knob on my G430's is at 100%
-Yes the volume in iTunes, Mumble, and ingame is all at 100%
-Yes my VLC, Media Player Classic, and Chrome (Youtube, Netflix, etc) is at 100%

So I don't know if it is just certain programs that allow for louder volume or what, but any and all help is appreciated.

I have tried two different headphones/headsets. The V-Moda M100's plugged into a 3.5mm jack, my G430's plugged into a USB soundcard, and the G430's plugged into a 3.5mm jack. The results are the same. iTunes, Mumble, and all games have substantial volume, while other applications have roughly 60% of the other applications.

The only other computer I have to compare to is a laptop running windows 7. And from what I can tell, not only is the volume with both headphones/sets more consistent across applications, it is also substantially louder (uncomfortable at 100% in some applications).

The problem persists if I am using my desktop computer. Which has a MSI Z87-GD65 Mobo running the integrated Audio Boost sound card. And with the G430's I am using the included Logitech USB sound card.

Just my 0.02, I believe the issue may be a setting somewhere within windows. Due to the fact that the volume levels and inconsistencies are noticed between different applications, not different pieces of hardware.

The problem isn't the fact that some applications are loud, it's that the applications which I use to watch movies and videos, are way too quiet. If loud volume was the problem, then that's what the topic would be.
