I would nor recommend 250 W for this setup, at least not for prolonged usage. Get a quality 400-450W unit. You might consider a RAM upgrade as well, 2GB is barely enough for anything these days.

For PSUs, use this list, and get something from tier one or tier two (a) or (b).

P.S. Your motherboard supports Core 2 Quad CPUs. Although old by today's standards, these still pack quite a punch for most games, and if you can find one cheap (very cheap if possible), this would be a great upgrade along with more RAM. That is, if you don't intend on changing the entire computer.

No, frankly, you need a PSU upgrade. R7 250 is a light card. I own it myself. It doesn't even have an external power cable. But that doesn't mean it can run off a 250W. I think a good cooler master 350W or an XFX 350W would be enough for it with or without the CPU upgrade that herrwizo recommended.

They always overrate the power requirements (because they cant be sure whats the rest of your setup), but I still recommend getting a quality power supply not only for this card, but also for possible future upgrades (CPU possibly), or even a different computer alltogether. A quality PSU is a great investment.
