Silent fan suggestion

My current setup is 4 CM Sickle Flows running at 2000rpm on a CM N200 case.
It's a little loud now that I've had time to REALLY listen to it for a month.

Any suggestions for a silent case fans? Ones that are relatively cheap.

Also, I need the kind of fan that can be placed on an H100i or any rads for that matter.

I was looking at the Noctua NF-F12 but there are no LEDs. Doesn't really bother me much though but it's relatively expensive.

I don't have any rads yet but just for future use. The LEDs on the Corsair AF and SP looks good for the N200 front mesh too.

Okay. Are they suitable for static pressure? Like for rad fans?

Planning to get maybe 2 of them AF fans but not really sure if I should invest in another fan that's not optimized with static pressure.

Then again, I love how it looks in the front mesh panel. It's just soothing to the eye than the Sickle Flows. Don't get me wrong though, the Sickle Flows are REALLY doing its job of cooling the inside of my PC, I'm just looking for something that's a little bit quiet.
