Approximate Purchase Date: ASAP.

Budget Range: £1500, can stretch up a bit if need be.

System Usage from Most to Least Important: Programming, general heavy use, some games.

Parts Not Required: Keyboard, mouse, monitor, speakers, OS.

Preferred Website(s) for Parts:

This is where it gets a little fiddly. The PC is being bought for me by a company. That means I have a high budget, but pre-built would be much preferable if possible, despite the price premium. Otherwise I'd like to get all the bits from the same supplier to simplify matters.

Country: UK.

Parts Preferences: Small/light case would be preferable. (Maybe mini tower?_ Slight pref. for NVidia graphics. Black case slightly preferred.

Overclocking: No

SLI or Crossfire: No

Monitor Resolution: 1920x1200

Additional Comments:

I have a higher budget than I would normally have + would like to spend the extra on making the PC silent or v. quiet, rather than getting a little extra power. (Working on the assumption that > £1000 there are pretty sharply diminishing returns.)

Thanks very much!

EDIT: this was originally a reply to @IHaveDaBestPC, but some comments apply to @iceblitzed too.

THanks v. much for that. One thing I should have made clear is that gaming is the lowest priority. (I want to be able to run things that come out 3 years from now, but it's fine if it's on the lowest settings.) So spending £500 on a graphics card is definitely overkill. Conversely, I'd like to upgrade the other system specs. 16GB RAM seems like a sensible choice -- would 32 be overkill? Also a bigger SSD would be great _if_ I can get it without compromising on the noise level. Generally, anything that makes compilers load faster or run faster would be great.

32GB is overkill. 16GB should be your max
1tb samsung 840 evo is overkill too. might as well get one with a 120GB ssd for $80 and get a 1tb caviar blue HDD for $55 and save yourself several hundred dollars
Radeon 250 wont do well for you. It is a relatively weak card even if your main priority is not gaming.
500W psu might not be enough for your needs.

Thanks!

I want to hold onto this PC for many years -- so e.g. my current PC is about 7 years old. Are you sure the 32GB will remain overkill?

SSD/HDD split... similar reasoning. I can always get a second HDD later on. When I've had multiple drives in the past, moving files back and forth has always ended up as a major headache.

PSU: unfortunately there wasn't a bigger option -- http://www.quietpc.com/configuresystem?line=300919 . I am leaning towards buying from there; reviews are excellent.

Graphics options are as follows:

Gigabyte NVIDIA GT610 Fanless Graphics Card, GV-N610SL-1GI
Sapphire AMD Fanless HD6450 FLEX 1GB GDDR3 PCI-E HDMI
Palit Geforce GT 630 Fanless 2GB DDR3 Graphics Card, NEAT6300HD46-2080H
Sapphire AMD R7 250 Ultimate Fanless 1GB GDDR5 Graphics Card
PNY NVIDIA Quadro NVS 300 x16 Dual DVI / VGA Low Profile Video Card
PNY NVIDIA Quadro 600 1GB GDDR3 Low Profile Video Card VCQ600-PB
PNY NVIDIA Quadro 4000 2GB GDDR5 Video Card VCQ4000-PB

I couldn't find any of the Quadro's on the hardware chart. And I'm not planning to run things at max settings... 30fps at 1028x576 is fine.

Edit: However, I'm concerned by the fact that the Samsung 840 EVO series has a shorter lifespan than the Samsung 840 PRO series. I could go with a Samsung 840 PRO 500GB + a cheap 1TB HDD... . (I'm pretty sure that between OS, apps and games I'd fill up a 120GB ssd v. fast.) Thoughts would be welcome.
