so im going to buy this(dont worry about other parts) will i be able to get max out of this gpu (bf3)
because with current cpu i wouldnt???

Bottleneck means you don't get the max performance out of your card.
With that resolution you should get medium settings with AA off

No, don't get a lower card. Get a r7 260x but from another brand like XFX, Power color or Club 3d or anything

Well you get different memory size(sometimes), different fans and different writing on the box of the card
All r7 260x are the same
