Remove Chinese Simplified Local

Okay, I recently had to change my system local to play a game from China. Now, my problem is that it is affecting a few other games and it is annoying. I changed back to English(United States), but the Chinese system local things such as keyboards and settings are still there. When I start my computer, the log-in is still English, but the boot keyboard is Chinese Simplified. It gets annoying to change this. I tried a system restore and it did not help. I want to completely remove the CH Chinese Simplified, PRC from the computer so it does not mess with any more games, ex: Garry's Mod. If anyone knows how I can do this, I would be very grateful. Also, you cannot remove all the Chinese keyboards, only 2. However, I still have the problem with games starting up and being in Chinese keyboard.
 
Solution
In the Text Services and Input Language windows > Default input language drop-down box, does it let you choose English (United States) - US? If it does, select it and go down to Installed services and click on the Chinese keyboard and Remove button should enable for you to remove it.

Did you change both "Location" and "Keyboard and Languages" option?

Control Panel > Region and Language > Set Current location/Default location to US
Control Panel > Region and Language > Keyboards and Languages > Change keyboards > General > remove Chinese installed services
Control Panel > Region and Language > Administrative > Change system locale > to English

Does not give me an option to remove them. I go there and it only lets me remove the 2 keyboards but that is it. Still doe snot fix my problem. When selecting the Chinese main options, it does not highlight remove.
