Help choosing a build for a gaming pc

Hi, I need help choosing between two builds for a gaming pc mainly.

BUILD 1:

mb - asus h97-pro
GPU - asus geforce GTX 760
CPU - intel i5-4690 3.5ghz-3.9ghz
RAM - 8gb
HDD - 500gb
PSU - xfx pro core edition 550w

PRICE: ~750€ (I have to build it and buy windows)

but then I foud this one on a local store

BUILD 2:

mb - asus vanguard B85
GPU - asus geforce GTX 760
CPU - intel i5-4460 3.2ghz-3.4ghz
RAM - 8gb
HDD - 1tb
PSU - xfx pro core edition 550w
(+ free windows and I don't have to build it)

PRICE: 700€

So what would you choose. Will I notice the difference between the two CPU's. I would not overclock.
And what's the best monitor between 22' and 24' can I buy with less then 150€/$/£. ( Just leave suggestions ). I was looking this free:

- BENQ GL2250HM LED 22" - ~100€
- BENQ GL2450H LED 24'' - ~130€
- BENQ RL2455HM 24" - ~160€

Do you think that the Asus monitor it's better than the BenQ RL, here in Portugal the price is the same. And I heard that the BenQ RL is very good.
 


O Asus VE247H eu já vi. Boa imagem. Boa luminosidade (300 cd/m2). Ele é bom para games pois tem tempo de resposta de 2ms.

Da uma olhada nas boas referências do newegg. Observe que alguns clientes (Ex: Jonathan N.) falam mal várias vezes :)
Mas ele tem 80% entre ótimo e bom.

Os BENQ faz tempo que não vejo. Eram muito bons, mas agora não sei falar.
