Hard Drive Wiped, Need Fresh Install

I have a dell latitude e6410 and somehow the drive got wiped and I am trying to install Windows 7 32bit using a bootable usb, but it keeps asking me to insert installation media, which I do not have. Also, I have the option to upgrade, but cannot do that and have to use custom install. I downloaded some drivers for the computer and put them on another usb, but it keeps saying no drivers found and I cannot install windows without them apparently. Anyone know how to fix this?

I do have the licence key, but I haven't even gotten that far. When the computer starts I press F12 to choose a boot option and pick usb and then it takes me to the windows install where I can choose upgrade or custom. I then have to use custom and it says I do not have drivers. I know the bootable usb is set up correctly and I assume this machine can do it since I have gotten this far with it.
