how to make firefox web browser to save as instead of save when downloading folders

I am not that versed in computers so the only way I can explain is to tell you what I am attempting to do.
I am trying to save machine embroidery designs to a particular folder, ie babies, flowers, trains etc, however, when I download a design I want to be able to SAVE AS and then I can direct it to the folder I want it to go to. Right now it will only save to a download folder. I have attempted to change it in options but there is no save as listed. Would appreciate any help given.

In FF, go to Options
General tab
Under Downloads, two radio buttons:
"Save files to..."
or
"Always ask..."

Choose the latter.

If you are using the newest version of firefox go to Option (use the three lines in top right corner). In the general tap there should be a posibility in (download) that says Always ask me where to save files. Is that what you are looking for?
