White taskbar icons / Black background

Hey guys,

I am managing a lab of computers and trying to put a new background on for all the users through a master image that I'll push onto the machines. However, the user accounts get a black background and white taskbar items while my account / admin accounts have the correct icons and background... Which makes me think it's a permissions issue, but does anyone know how to fix it? I have the background set in the registry "HKEY_CURRENT_USER\Control Panel\Desktop" to a file accessible to all. However, the wallpaper value everytime I log out is then set to "C:\Users\Administrator\AppData\Roaming\Microsoft\Windows\Themes\TranscodedWallpaper.jpg" and I've tried changing that to my background but it still fails...

As for the icons, I've tried removing them and readding them but I'm not sure where to go from there..

I have to copy the NTUSER.dat of my account to the default user folder and a few other folders which should make all this stuff "stick" for everyone but it's not working as intended..
