Pair of computers with boot issues (1) fans cycle, never boots (2) boots intermittently successfully

Hey everyone! I've been scouring these forums and the internet looking for fixes and am ultimately posting.

Build 1
CPU: i5-3570k
PSU: PC Power & Cooling Silencer MK III
GPU: Sapphire Radeon 7950
MoBo: MSI Z77A-G43
RAM: Gskill ripjaws X 8GB (x2)

Build 1 Issue: Fans, led indicator lights, and HDDs power on briefly but then all power goes off. Everything cycles back on for a few seconds then back off. I checked to ensure the CPU was seated correctly and all pins were in good shape. I purchased a new power supply (Corsair CX600M) to verify the PSU is still good. I RMA'd the MoBo then ran into the same issue. I RMA'd the CPU and still have the same issue. I'm laying the motherboard on cardboard outside the case, with only a stick of RAM and the CPU plugged in and same issues. It's crazy because MSI tested the refurb MoBo before sending it out, and Intel sent me a completely new processor. I've attempted to reset the CMOS several times and it still fails to boot.

Build 2
CPU: i5-3550
PSU: Corsair TX650
GPU: XFX R7800
MoBo: Biostar H77MU3
RAM: Corsair Vengeance 8GB

Build 2 Issue: Similar issue, everything cycles on then off. However, I'm able to strip the components down to CPU, MoBo, and HDD --> power off --> power on (wait a few cycles) --> power off --> put RAM stick in --> successful boot. I've also tried putting the RAM and GPU back in for kicks and it's successfully booted. But if I shut the computer down following a successful boot, I get the cycling issue again. For whatever reason restarting is perfectly fine. I've reset the CMOS on this as well to no avail. Does the motherboard need to be replaced?

Any help is greatly appreciated! I've been working on these 2 machines for quite a while and haven't had much stable luck.

Hey guys, so holy necromancy here but in case anyone has the same problem I wanted to post my solution.

It was ultimately a pair of motherboard failures. I received the refurb Biostar this past weekend and slowly tested components (CPU, MoBo, RAM first, then added the hard drive, then GPU, etc).

After Build 2 was up and running I tested all components from Build 1 individually on the Biostar motherboard, all components worked! Even though MSI told me they had tested the refurb before sending it out, somewhere along the way it had failed. Under this false pretense it took weeks of frustration. At any rate hope this helps people!
