Gaming pc boots to HP logo then restarts and then repeats.

I got a pc from a neighbour that's running windows vista and it came with no HDD so I put my sata HDD into it and turn it on and it would not turn on so I did some tests and I found out that the problem was the PSU so I put a used working PSU inside and then turned it on now it boots to HP logo then restarts and keeps on restarting what's causing this problem?
Specs:
3GB of ram
320gb HDD with windows 7
Processor 4.7Ghz
Graphics card 1gb 2.0ghz

can you get into the BIOS?

if you can get into bios. enter bios n check if it restarts while still in bios. if it does not, set 1st boot device as optical drive that's installed n install a clean windows. might solve the problem.
