Hello, Do i need a CPU Cooler for FX-6300 On stock speed, And if so, What's the best for 15$?

Yes, you MUST use a heatsink. Are you using the OEM version that originally came with the CPU now? If so, you should be fine.

I didn't get the CPU yet, And what is heatsink? Sorry iam new to pc gaming.

Heatsink = CPU cooler and YES you MUST use one. Most retail CPUs ship with a heatsink that will meet the needs of most users.

Ok, What about this one Cooler Master DK9-7E52A-0L-GP CPU Cooler? it's for 10$, Is it good for OC too?

That would not be a suitable heatsink for OCing. In fact, it is probably not as good as the bundled heatsink shipped with the CPU. For a heatsink suitable for OCing you will have to spend a few more $$$. Something like this model:
