which is best pentium r or pentium dual core

The best pentium now in 2014 is the intel g3228"k":
- becauss its unlocked . Only unlocked pentium in last i dunno 5 years maybe
-it can be easily OCed. Asrock has made special MB dat overxlocks the cpu from 3.2 to 4.2 without any other complications and manually OC reach 4.8ghz rather efortless .
-its cheap, even cheaper than the g3450 (which aint unlocked)
-it has low TDP as stock and when OCed it can match an i3
-its on 22nm tehnology

Pentium <<<<<< Pentium Dual Core E2xxx < Core 2 Duo E6xxx <=> Pentium Dual Core E5xxx, E6xxx< Core 2 Duo E7xxx < Core 2 Duo E8xxx. Are you considering an upgrade? If so, be sure that your motherboard supports the Core CPU's (I assume you have an SK775 board).
