What's Mac Thunderbolt and can I make a build with it?

form what I have read it seems a superfast cable that delivers 2x the amount of data comparing it to a usb 3.
can PC use tha technology if I have a mac monitor with thunderbolt?

It should, since they both use the exact same thunderbolt model.

One thing to watch out for is thunderbolt 1 and thunderbolt 2 models, I believe thunderbolt 2 is compatible with it's older twin but I'd make sure.

Thunderbolt is basically a high speed port connection: http://en.wikipedia.org/wiki/Thunderbolt_%28interface%29

It's not limited to just monitors, you can hook your Apple monitor up to your new rig through a DVI-D connection. Thunderbolt connections can also be used for large hard drives and other peripherals.
