High CPU usage; can't find the problem.

Hi there. This is my first time posting onto this website. I ran into a problem last night after I restarted my computer, where any game that I start or even slightly intensive program I open, my CPU usage raises from ~14% to ~100% instantly. I have tried this on many programs such as Minecraft, any games on Steam, Firefall, and even some of Malwarebytes when I was scanning if a virus was causing this. None of my anti-virus software detected a virus, so I'm suspicious as to what the problem may be. Here are my computer specs:

Processor: Intel(R) Core(TM) i5-3550 CPU @ 3.30GHz (4 CPUs), ~3.3GHz
Graphics Card: NVIDIA GeForce 8800 GT
Memory: 8192MB RAM
OS: Windows 7

I would open taskmgr and go to the processes tab and see the cpu usage of the processes.
report back which processes are taking up a lot of space. it is prob due to a background processes

Here's my CPU usage when running Minecraft. That's about 30 seconds upon launching the game and joining a server.

Close unused programs in the background, minecraft eats CPU, esspiccaly when modded.

This problem only ensued the other day. The other day, I was able to run even multiple games with low CPU and lag. I was running Minecraft at ~130 fps at all times, and now I'm running the game at 13 fps and my computer is extremely slow and not responsive.

turn off router. wait 1 minute. turn it on.
run the cmd as adminstrator. type ipconfig /release. wait 1 minute. type ipconfig /renew

you can download intel extreme tuning utility to check stability of the cpu. WATCH OUT that softwre is used to overclock so you SHOULD NOT TWEAK ANY IF THE SETTINGS AT THERE!!!. YOU HAVE BEEN WARNED.

After installing that just accept the user agreements and open test tab. in test tab start cpu stress test WITHOUT CHANGING ANY SETTINGS. After that test Utility ill give you a result about your CPU stability. If it is unstable, then we can start for searching solutions.
