lag and stuttering in games and windows please help!

hello,
i built this computer about a year ago and its been working fine until about a week ago.
The problem is that when i look around in games with my mouse it moves very chunky and not smooth like it should, im also running 60fps constantly so im not sure what is causing it.
Also there is alot of fps stuttering especially in bf4 which makes it almost unplayable now.

Another issue that is really worrying me is my gpu artifacting during games really bad, nothing is over clocked everything is at stock speeds.

And a really weird thing is that if i leave my computer on for more than 12 hours without a reboot the fps gets so laggy even at the desktop, its not the speed that gets laggy just the fps at the desktop.

Someone please help me! i have no idea what could be causing this, could it be my motherboard? because i noticed that the usb 3.0 doesn't work anymore so maybe its dying.
and is the artifacting due to bad gpu or bad motherboard slot?

cpu: amd 8320 8 core proccessor
gpu: amd r9 280x gigabyte
motherboard: asrock 980de3/u3s3
ram: crosshair 16gb 4x4
psu: antec 520w
hard drive: western digital 500gb hdd
case: zalman z11 plus

Things ive tried:

updating drivers or reinstalling them.
updating and repairing directx.
Reinstalled windows completely

That PSU may be dying a little bit, try a different PSU, maybe the http://www.newegg.com/Product/Product.aspx?Item=N82E16817151094
Also, clean out dust. That is probably a big source of issues. Use a can of compressed air.

i owe 980DE3/U3S3 R2.0 i also face the same problem. but after i downgrade bios to version 1.00 it solve my problem. i don't if it will work on 980DE3/U3S3 motherboard
