Pc wont boot to windows

my pc was working fine until i shut it down earlier and now it wont boot to windows,i get past the dell loading screen but then it just restarts.i have tried resetting the bios and tested the mobo for beeps and tried using the integrated card because my gpu was overclocked and i thought that was the problem but still nothing? what can i do?

Did you do a fresh install of Windows? You say the HDD is new, did you clone the drive from the old HDD? This info will help us narrow down an answer for you. If you have a Windows installer disk or made a recovery disk, you can use them to check and repair your install if possible. If you have a Dell, they may not have given you a recovery disk, as most OEM's use a hidden recovery partition on the original HDD. You can see if Dell will issue a disk to you, or you can go online to digital river and download one of the Microsoft disk ISO files and make your own disk. This will require access to a working machine, and you may need your license key, which should have been affixed to your PC.

Im not sure what version of Windows you were...

i can boot to bios but cant boot to safe mode i cant get to windows at all but the hdd is new and in the hdd diagnostics it said everything is fine with the drive

i mean the hdd is fairly new i bought a month ago and not fresh out of the box and i had a working win7 installation,everything was working fine until i shut my pc down

Ok, so you have had Windows 7 working at some point on this drive. And the BIOS does see the drive. It is very possible that you have a bad boot sector. As I originally suggested, try using a Windows 7 Instal or Recovery CD. If that doesnt work, then you may have to re-install.

If you have data you need to recover, see if you can boot into a Linux live CD and then if you can access the drive from there, copy what you need. From there I would recommend a clean format of the drive and then a fresh install of Windows.

Pretty much what others have been saying. You probably have a corrupted boot sector/bad install. It's not uncommon. If you don't need anything off the drive, since it's fairly new idk if you have anything saved on there that's vital, I would just do a fresh install. Do that and report back.
