Now my dad's HP pc has finally died after 5 years. Pretty sure its the mobo because it wont recognize new blank hard drive , wont get past blue screen, and can't access bios. So i thought i'd just build him a new one using some parts from the HP. Budget has to be below 400$ for sure. Heres what I came up with, how is it?

PCPartPicker part list: http://pcpartpicker.com/p/nR2hmG
Price breakdown by merchant: http://pcpartpicker.com/p/nR2hmG/by_merchant/

I'm gonna use the brand new 1tb 7200rpm hdd I have, and Optical Drive From HP.

Solution
Nice build! However, I'd recommend (if he's not gaming) a intel core i3 4130 and a B85 or H81 Chipset Motherboard. (You can find the i3 4130 for as little as $100-109 at some stores.)

I know that those integfrated GPU's really like faster ram. I would spend a few bucks and get faster ram

at least this:

just as a follow up I think amds are actually better for productivity and I would stick with that CPU for general purpose computer use.

I know that this is an a10 but it does demonstrate the benefit of good ram. up to a 40% increase just from ram
