Specs for my computer is Intel Core 2 Quad Q6700, 1 PCI x16 slot and my power supply is 350 watts. I was told the Radeon HD 7770 would be a good idea? Just wanting to know if it is or if there is something else maybe better if any one could help me please.

i think you mean 32bit OS, and yes this will work on a 32bit OS and there is no need to download 64bit

A gtx 750 or 750ti would be good in your situation. Consumes around 60W and can run off just the pcie lane with no pcie power cables required
