Specs for my computer is Intel Core 2 Quad Q6700, 1 PCI x16 slot and my power supply is 350 watts. I was told the Radeon HD 7770 would be a good idea? Just wanting to know if it is or if there is something else maybe better if any one could help me please.

A gtx 750 or 750ti would be good in your situation. Consumes around 60W and can run off just the pcie lane with no pcie power cables required

One more thing will this work on a 34 bit OS? Or will I need to get a 64 bit OS?

i think you mean 32bit OS, and yes this will work on a 32bit OS and there is no need to download 64bit :)
