So you think I could play some of the new games on high settings?

If you overclock that 750 ti as much as you can, you should be able to play games on pretty high settings with low or no AA. Here is a complete review of your card. This is a planned build, what graphics card do you recommend? Btw remember it's only a 450watt pc.

It's a good PSU though - a Super flower 450w which I think has 37amps on the 12v rail - enough to power a GTX 760 or R9 280x

Yeah go for it, and before you ask - 2gb is enough for 99% of games right now at 1080p on high/max settings. 4gb is needed for the other 1% but more games may start to use 2gb+ in the future.

A lot of different websites are saying that I need 500watt minimum for the gtx 760, is this true?

No. What matters is the load available on the 12v rail, not the total wattage. A good quality 450w will be more than enough
