Windows does not use the entire ram

I recently got a 4gb ddr3 1333mhz ram. My system previously had 2x2 gb 1333mhz ram. Now when I took out the old 2x2gb ram and put in the 4gb ram. The system did not start up. When i put in the old 2x2gb ram in the 1st and 2nd slot and the new 4gb ram in the 3rd slot. Window did not detect the ram. When I put 2x2gb ram in the 1st and 2nd slot and the 4gb ram in the 4th slot, windows detected the ram as 8gb and only 3.96gb was usable. Any other way set up the ram the system does not start up.
P.S., bios is up to date and the motherboard supports 16gb or ram

System Specs.
Windows 8.1 pro x64
i5 760... 2.8ghz, 4 cores
Acer m490g motherboard
Nvidia 650ti boost
Corsair vs550 psu

This could be caused by the mixture of dual channel and single channel memory. The 2x2 2GB being the dual channel. The 2x2 kit should be installed in offset slots that are matching colors, for example slot 1 and 3, and the single 4GB stick of memory in between. But it may not ever work exactly as desired because of the mixture of dual channel and single channel. It can cause a lot of weird issues

Thank you for the quick reply.
Umm, I just tried putting the 2x2 gb ram in 2 black slots and the 4gb in a blue. the system did not start up. and then I put the 2x2 gb in a black and blue next to each other and the 4gb in 4th blue slot and windows detects 8gb of ram but usable ram is at 3.96gb.. I tried only using the 4gb and taking off the 2gb. the system still didnt start up.

Try the 4GB in slot 1 and others in slots 3-4, also raise the DRAM voltage + 0.065 from spec and give it a try, might also want to try a bit of additional voltage to the MC (memory controller) (of course that's if your mobo allows for voltage adjustments, this is probably from a prebuilt and few of them allow that time of change as most have a locked or semi-locked BIOS

i tried it all and it didnt work .. so i was like hell no. cant.do.this.anymore. so i took it back to that guy and he checked it and said it was faulty xP anyway, thanks for your support guys! ^_^
