Computer won't turn on

This is my first post here, so - hello world!
I recently finished building a desktop pc, and it just won't turn on. I checked the connections and everything seems to be connected to the correct place. I noticed that the fan in the power supply isn't starting to spin, but a little green light does, in fact, light up on the motherboard when i plug in the power supply. Does anybody know how to solve this?

Little update: gotu308 solution isn't my solution, i accidently put it as a solution

I don't want to replace my PSU untill i'm sure that this is what's causing the problem, but if this is what's causing it to malefunction i'll replace it.

Those are my specs:
Motherboard: Asus H81M-E
CPU: Intel Core i3-4130 Haswell Box
RAM: Corsair 8GB DDR3 1600MHz CMZ8GX3M1A1600C10
Hard Drive: Western Digital Caviar Green 500GB WD5000AZRX
PSU: In Win Power Man IP-S350BQ3-3 V2.2 350W
Case: Zalman Z3 Plus

And no, it won't post. The power button doesn't seem to do anything at all. The Screen just stays black.

New Information! I checked the PSU, and i know that it is working - I connected it to something else and the fan was spining, so the PSU isn't the problem. Is there anything else that could cause the problem. Forgot to mention, when I connect the PSU to the PC i'm building, the fan doesn't spin. Is there any other things that might be causing my PC to malefunction?
