PSU fan going higher and lower?

Is it a new PSU? If you've been using it for a month or more, the problem might be dust buildup, causing heat buildup in the components which the PSU tries to compensate for by increasing fan speed.

That wouldn't really explain the 10 second fan cycle unless it corresponded to a 10 second full load cycle from the CPU/GPU or something.

I just asked for the power requirements to see the loading on the PSU, your rig is your own business as long as it runs like it should!
