desktop windows os on a intel mobile cpu

if intel can create an x86 based processor for smartphones why can't we install a regular windows as it's based on x86 architecture.the ram is also being good enough to run a full fledged desktop os and the microsd card supporting the installation files why a regular desktop os can't be installed in an intel based smartphone?

The platform may not use a standard boot chain (BIOS / UEFI) that Windows understands. Microsoft would have to write a new hardware abstraction layer (hal.dll) to comply with the differences, but that's it.

do you think if windows had partnered with intel they could have created a actually desktop os on a mobile ?i think there are more no of apps available for desktop os rather than a mobile os.
 


Microsoft is working on converging the different Windows strains into one. Right now there's Windows (client editions and server editions), Windows Embedded, and Windows Phone. If they can be converged successfully it shouldn't be more of a design decision on part of the manufacturer.
