Help with $700 Intel based Gaming/editing pc

I'll be doing lots strategy gaming and a lot of mod development meaning that I need a processor capable of rendering animations, modelling ect. without a huge problem. I am not an intel fanboy by any means but from what I've heard they're better for this stuff but if you like, go ahead and drop in an and build.
I live in Canada btw and need widows 8.1 added into the list
I already have peripherals down so just need everything else
Also, do I need an optical drive to install windows or is there another way
Budget is $700
Can go about $50 over if necessary
