Extreme fluctuating Write Speed. Sign of Drive failing?

I have a 2TB seagate drive that I use for TV shows and movies but I have noticed the write speed starts out fine and drops signifigantly. I first noticed when using dxtory to record that it was only getting a constant write speed of about 5 MB/s. I know this is incredibly slow. S.M.A.R.T. status shows everything as ok but I am wondering if this is the signs of early failure.

Test it with Seagate SeaTools: http://www.seagate.com/gb/en/support/downloads/item/seatools-win-master/

Heavily fragmented source and/or target drive can cause transfer speed slowness and fluctuations so check that out too.

I tried to but Seatools crashes at scanning ATA everytime and freezes my PC. Dont know if its my SSD or windows 8 or its just unstable.
