timer freezing on windows recovery

Ok so this has happened before and I just kept doing illegal shutdowns til the timer went passed 28(generally the number it stops on). I know this is makig my pc screw up but my keyboard doesnt register in the recovery screen so im left with little other options. Its not a proble, with my USB ports because my mouse will turn on and when its on regularly the keyboards just fine. My pc is 5yrs old with a few upgrades, please help amd ty
