Computer keeps blacking out

I've had this PC for about 3 years now (custom) and it's been working without issue for that length of time. But ever since about a week ago, it's been on the fritz; it kept giving me a BSOD with various reasons, and I could barely keep the thing on for more than an hour before it'd happen again. I figured maybe it was because it had been a really long time since I last cleaned the thing's guts, so I took it out and airdusted the whole setup. I reseated the RAM cards and the graphics card, reset the BIOS to factory defaults, and when I booted it up again, it seemed like everything was alright.

Now, however, the issues is that any time I try to play a game or watch shows on Netflix (or sometimes both), I won't get a BSOD. Instead, both my monitors will cut out and that'll be the end of it. But the computer itself is still running; I can hear the fan going, the lights inside are still on, and the CD drive will open and close. I figured it was a problem with the graphics card, but I'm also noticing that the mouse, keyboard and mic are all turning off as well. I'm not very tech savvy, so I'd really appreciate all the help I could get.

The 'after effect' that you are seeing is merely the presence of 12v from the power supply.
Please use a voltmeter and check the other voltage that its supposed to be outputting or try another one if you have one.I have a feeling its not behaving very well.

Ugh...just kidding, the BSOD is back...and some of the various messages it shows are IRQL_NOT_EQUAL or something along those lines or SYSTEM_SERVICE_EXCEPTION, the same as it was before. Whenever I'm about to crash, both my screens get these jagged lines that look like annoyingly colorful static before I get the bluescreen. Would that still be a PSU issue?

EDIT: The screens will also randomly freeze on startup, sometimes on the mobo screen, sometimes when it's just loading windows.
