Too much cpu usage HELP!

Before fix:
CPU: Athlon 64 3700+ (2.2 ghz)
GPU: Radeon R7 750 2gb
RAM: 2 gb
OS: Windows XP

After fix
CPU: Same
GPU: Same
RAM: 2gb (haven't installed 1 gb(still no need)
OS: Windows 7

I just recently fixed my computer while upgrading it to windows 7(I had XP before).
I was playing world of tanks and then I checked on the cpu usage and it said 100%!!!

That can't be right 'cause on my laptop when I play it says 36% and it's only .2 ghz faster(and it also runs windows 7)!

I checked the heat outside of the heat-sink with my finger and it seems alright.
It also seems some-what faster with XP(without consideration that it's less demanding).
On other games it does say 100% but doesn't affect the gameplay.

Can someone tell me what's going on!?
 
Solution
The upgrade to 7 may have greatly improved the GPU performance, thus creating a CPU bottleneck.

Also, unless your laptop has THE SAME CPU, it cannot even be considered in a comparison.

Yes but it also says 100% usage when playing Prince of Persia: The sands of time,and that's 2003!

I understand,but it never happened before the fix,and that's what's puzzling me.
Before the fix world of tanks ran fine with the cpu around 35%.
