i'm not sure if I should upgrade or not, I have a 700 watt bronze certified PSU, and an fx 9370, if I get a 290x, will it run? My psu is an nzxt hale

The NZXT Hale90 750 W is apparently pretty good (http://www.hardocp.com/article/2010/12/13/nzxt_hale90_750w_power_supply_review/1#.U7RNCI1dUnU). I don't think it would have any trouble, unless there's something wrong with it.

you will be fine:

I run a 4.8GHz i5 2500k and 2x 7950 that are overclocked also.

the unit seems to be a good superflower unit so all is well.

according to the hardocp artivcle this is a old certified unit. can you verify that these are the same units

fx 9370 @ 5 ghz h110

asus sabertooth r2.0

gtx 770 gigabyte

nzxt hale 700 watt psu bronze certified

nzxt h440 white/black edition

m500 ssd

1 tb seagate drive

8 gigs g skill ram 1600 mhz

POWER:

1) The FX-9370 System under load can use 315Watts (not counting a high-end card):
http://www.xbitlabs.com/articles/cpu/display/amd-fx-9590-9370_7.html#sect0

2) The R9-290X can use over 300Watts in some scenarios:
http://www.tomshardware.com/reviews/radeon-r9-290x-hawaii-review,3650-29.html

"Under those conditions, it's possible to exceed 300 W. We even saw 335 W..."

3) Thus, we can easily get over 600 Watts of a 700W power supply and most of that is what can be supplied on the main 12Volts.

4) Your power supply has been stresses as high as 110%, and you'd probably be about 80%. I think you can probably handle it okay, but I don't normally recommend above 70% load:
http://www.techpowerup.com/reviews/NZXT/HALE82-700-V2/5.html

Summary:
As said, you are really pushing close to the LIMIT with your power supply. It depends on how much you overclock the graphics card and CPU.

You may wish to look at an 850W to 1000W PSU.

phew! what about an msi r9 290x lightning? It takes 2 8 pins and one 6 pin.

so here is a review so you can make your own judgementr

http://www.techpowerup.com/reviews/NZXT/HALE82-700-V2/2.html

this is a sirtec unit and should only be rated for around 600 watts, It really starts to run into issues at it peak output. it does have voltage protection so that is good.

here is nvidia rec for power, it is 600 watts

http://www.geforce.com/hardware/desktop-gpus/geforce-gtx-770/specifications

So I think that this unit will work for you but if/ when you OC everything you will be pressing this unit to its limits and that is a risk only you can decide to take.

So in the end I would recommend a xfx unit or seasonic (all xfx are made by seasonic). going to a good website like hardocp to find reviews on power supplies is highly recommended as they do a great job on pushing the power supplies.

I would craiglist your current unit and get a new one.

Let's make believe here because in normal day usage, you wouldn't be using your FX 9370 and R9 290X at full load during long periods of time.

At full load, expect the FX9370 to pull approximately 300W or so on it's own. A reference R9 290X also pulls around 300W by itself as well. Assuming you'll be buying non reference model, expect it to be a little higher. With your 700W unit, you'll be cutting it kind of close for my liking. How old is your PSU? As PSU degrade over time, your unit might not even perform as well as when you bought x years ago.

Do yourself a favor and get a new PSU to protect your investment. Don't risk hundreds of dollars of hard earned money just to save $100 bucks especially when you can get something like a EVGA SuperNOVA G2 850W on sale at Newegg for as little as $110. It's a steal considering that it's a 80+ GOLD certified fully modular unit.

That is what I was trying to say, I wanted his full system specs to put into pcpartpicker, it gives the total watts needed.

Well. I just got the PSU, luckily its actually not my money. I know a guy who knows a guy who works at AMD and can give me a gpu for free. I might be able to RMA it actually, it was 80 bucks.

It can consume even MORE power, up to 386Watts maximum:
http://www.techpowerup.com/reviews/MSI/R9_290X_Lightning/22.html

I don't know why anyone would buy this card anyway, it's $670 and performs almost exactly the same as the $505 EVGA GTX780. The GTX780 also runs quieter and consumes way less power.

Don't believe me? I need two benchmarks but compare each one to the Titan for reference:
EVGA 780 SC (3% faster than stock Titan): http://www.techpowerup.com/reviews/EVGA/GTX_780_SC_ACX_Cooler/26.html

MSI R9-290X Lightning (5% faster than stock Titan): http://www.techpowerup.com/reviews/MSI/R9_290X_Lightning/24.html

So they are basically IDENTICAL for performance when averaged over about 20 games, in fact the 780 may even overclock to be faster since it consumes less power (more efficient GPU).

With AMD you get the ability to use Mantle which may not make much difference in the end and 1GB more VRAM for these cards which won't matter, but with NVidia you get PhysX, Shadowplay, Streaming, G-Sync (for new monitors) and again a big difference in price/noise especially considering you DO NOT NEED A NEW POWER SUPPLY.

$170 difference, plus no $130 for a new Power Supply saves you $300.

Yeah, I understand. I'm getting this card from a friend's friend, and he works at AMD or sponsors them or something like that and can get me a card. AMD only though, and I'm limited to AMD cards. Thats why, otherwise I'd get a 780 for sure, no doubt about it.

I read somewhere that the r9 290 sapphire tri-x uses about 500 watts, is this true? It also said that the gtx 770 uses 400 watts during unigen or some test like that. But with my 700 watt psu, I should be alright on terms of the wattage side, right? the 700 watt psu should be enough for a 290 and 9370 right? Is there any headroom for oc'ing my 9370?

No you need a bigger PSU, there is no getting around it. Your CPU and the GPU can eat up almost 700W by themselves. Add in your cooling, fans, MOBO, HDD, Lights, etc... I would not recommend it.
