(help) No video out and GPU fans spin up to max.

I broke my old CPU pins off so I bought a new one I know works. Every time I power on the computer the GPU fans run at max speed and I can't get any video out or any other indication it is working. So far I've switched RAM slots but not the RAM itself(I only have one stick), tried a different PSU, tried a different graphics card, and cleared CMOS. All resulting in the same thing. Can anyone help me?

All the fans turn on and light up. The hard drive spins up along with the GPU fans revving at full speed. There is no case speaker beep. The heatsink gets mildly warm and that's about it

That's what I'm thinking. I'll buy another stick. And if that doesn't work I'll buy a new CPU. Thanks for your help. I wish I could mark your answer as the solution but I already marked someone else's by accident.
