I got thermal paste on my cpu pins and motherboard socket.

I built my first rig a couple of weeks ago and i used my old cpu from the old pc and put it in the new rig. I didnt wash off the old thermal paste or put new one on. and my pc shut down yesterday without any warning or blue screens or anything. and i havent been able to turn it back on since.
I think i shut down from over heating. I think my motherboard is fine since a green LED light that suggests that the motherboard has power is on. But now that i have searched around with google a bit, i now know that it might be not turning back on because i got some of the thermal paste on my cpu pins and socket.
Not too much, just a bit. I have some idea about how to clean it out of the cpu it self. but i need help for what to do about the little bit of paste on the motherboard cpu socket and how to clean it out.
another question is also that if the cpu survived at all ?
and will the whole thing work again if i clean them right ?

and what do you mean by that ?
If you mean bench testing, i have already done that, and nothing happened. I also have changed my motherboard, and it still didnt work.

I very much doubt that. I have a asus sabertooth 990fx r2.0 and as i said, it has a green LED light indicating that the board has power.
