Lost ability to connect to 5GHz network

For years my computer has been connected to the 5 GHz band on my router. Today a thunderstorm knocked out the router for a bit and since then my computer can see the connection in its list of available networks, but whenever I try to connect it fails. I troubleshoot the problems and windows spits back "Investigate router or access point issues". The weird part to me is that my phone has no problem connecting to it. I have tried resetting the router by unplugging it and plussing it back in and with the reboot device option in the router settings. I can use the normal 2.4GHz band fine on my computer. What should I do?

yeah I have the 2.4 band as <insert name here>
and the 5GHz band as <insert same name here>-5GHz

ex. test
and test-5GHz

they both show up on my available connections list individually

well, After trying to connect many times and using windows troubleshooter about 10 times, finally it gave me a different solution than "check your router". It said their was an IP address conflict and it fixed it. I now am using my 5GHz band again.
