So here is my new Build.
any tips, comments are welcome.

    ■ Motherboard: Asrock Fatality 990FC Killer
    ■ CPU: AMD FX 8350
    ■ RAM: Corsair 16 GB DDR3-1600 Quad-Kit ( CMX16GX3M4A1600C9, XMS)
    ■ PSU: Corsair AX1200
    ■ Graphics: SAPPHIRE TRI-X R9 290 4GB OC
    ■ Cooler: Antec Kühler H2O 650

Solution
Use AMD's overdrive software .

Once it gives you a safe range you can manually enter the multiplier preset in BIOS and then try reducing the voltage until the system is unstable .

That will give you totally safe OCing
