Low GPU usage in games

First off, here are my specs:

Motherboard: Gigabyte GA-990XA-UD3

Processor: AMD Phenom II X4 965 @3.4 GHz

GPU: EVGA GTX 770SC w/ ACX cooler

RAM: G. Skill 1600 MHz ( 2x4GB)

Hard Drive: Samsung 1TB 7200 RPM

PSU: Corsair HX850W

Case: Rosewill Blackhawk

OK, so I built this rig two years ago originally with a gtx 570 and decided to upgrade to the 770 in May. In almost every game ( Ex: BF4, Skyrim) The GPU usage is at about 70% with my CPU cores almost topped out. I just picked up Wolfenstein and it's only getting up to 40% usage. In game I see a good amount of slight stuttering. There also seems to be some massive FPS drops occasionally down to around 20 or less. It's not gaming breaking, but it's enough to give me a headache after a while. With that said, I'm wondering if the CPU could be a bottleneck and it's time to upgrade, these games are poorly optimized, or there are settings that I need to change in Nvidia's control panel.

I would never say definitely.
But, you can do a back handed test for that theory.

Limit your cpu, either by reducing the OC, or, in windows power management, limit the maximum cpu% to something like 70%.
This will simulate what a lack of cpu power will do.
Go to control panel/power options/change plan settings/change advanced power settings/processor power management/maximum processor state/

The X4 965 was very good in it's day.
But, not so much today.
Older games were built to run on a fast single core; it was easier to program.
Even now, not many games can make use of more than 2-3 cores.
I suspect that a slow effective core speed is your problem.
