With a normal cpu, I might say yes. But with a 220w cpu and a power hungry card, I would buy a stronger psu.
And... a FX-9370 would be a poor choice.
It is essentially a factory overclocked fx-8350 which would be cheaper Or, not as effective as a similarly priced i5-4690K.

its much easier to overclock. Has a better chance of hitting 5 ghz than an 8350, which it does for me, but is a bit hot at 70c.
