Can I get a Raedon R9 270X with PCI-E 3.0 if my mother board is a PCI-E 2.0?

I want to know if I can get a new graphics card that is a PCI-E 3.0 but my mother board only has PCI-E 2.0, my motherboard is a GA-78LMT-S2. Any other suggestions for a new graphics card on a $150 or less budget would also be appreciated.
