My PC can read all my RAM, but isn't using it all?

Hey guys, I do youtube videos and use Adobe Premiere Elements. I have 16 GB of ram, and adobe uses about 4 GB of it. For some reason, it makes my PC lag, even though I still have 12 GB.

Mobo: Asrock Extreme9/ac
RAM: G.Skill Sniper 16 GB
