Very slow download speeds with normal upload speeds and ping on one laptop only, wireless or wired.

hello,

i have a windows 8.1 laptop with an amd a8-4500m, and a netgear router with a comcast modem.normally on a wireless connection, i get about 20-25 mbps, my phone and other laptops get this speed, and my desktop wired gets 28.8 mbps. mine wired or wireless will get anywhere from .5 to 4.5. this started happening a few days ago when i was watching a video and it stuttered a lot. i did a speed test and was very surprised. this is my most recent test:

i still get normal upload speeds and ping. it only happens on this one pc, with 4-5 bars/ a wired connection. i have tried disabling the wmms in the router login, cleaning the registry wiith ccleaner, ran a virus/malware scan with kaspersky, and i'm stumped. any ideas are much appreciated.


in a previous thread, i had the same problem, and i seemed to have disappeared for good. i've just started encountering the same problem yesterday.

again, any help is much appreciated. thank you

Do you have a download limit you may have been capped which would only effect download speed

the problem sometimes goes away, as i did get normal for a little time (a few days) and now the problem is back.

ok, now the problem is happening with all pcs in the house (and my phone). the speed is slightly faster wire (7-8 mbps) but i cant use my laptop with an ethernet cable, and i have to watch videos in 360p. this is pretty unacceptable. here is a wireless speed test for you:

Try this: I have the same problem. I'm on FIOS 50/50. All my machines here get max speeds except present laptop. Win 8.1, unexceptional configuration, no AV, etc. Same version as another laptop with no problems. Can get 2.5/50 speedtest.net

Uninstall your wireless device from device manager then scan for hardware changes. See if this *temporarily* restores your speed. I did that and it worked, BUT, if the laptop sleeps, when it wakes, the problem is back.

I hope there is someone who will read this who might have some idea as to root cause. If I delete the device, then reinstall it, I get full speed back. Sleep or shutoff the laptop and the speed goes back to slow download, fullspeed upload. It's obviously a software problem, but I have scoured the net looking for a solution and found nothing.
