4 pin fan speeds

im looking at 2 different fans one has 4 pin support and the other one has 3 pin but can I change the speed above the stock if I have 4 pin (no fan controller)?

There is no "stock" speed. If you plug it into the motherboard, the motherboard will control its speed depending on performance. If you plug it directly into the power supply, it'll run at max (12V). You can buy an adapter to down-volt to a fixed voltage and then the fan will always run at that speed.
