I have a 500$ budget, and I want to build another computer for programming, schoolwork and some gaming. I have two PSU with 480w each and 8gb of ram and a case and a SSD. I don't consider myself an AMD or Intel fanboy, but I do prefer lower wattages in relation to power, and thus I prefer Intel. I was thinking of one of two setups: high end AMD APU/Intel Proccessor and Motherboard without dedicated graphics OR cheaper proccessor with good overclocking (especially intel g3258) and good overclocking motherboard and dedicated graphics. If you think an intel proccessor is better, please make the motherboard z97 so I can upgrade the proccesor later down the line to broadwell unless the proccessor is already good enough. With AMD I would like practically the same, with a good motherboard that I can upgrade later if I want to unless the proccessor is already good enough. I would like the motherboards to be able to fit at least two GPU's with crossfire or SLI. I would also like at least two monitors to be connectable as well. Either way I would prefer a CPU with no more than 100 TDP. If you think it neccesary, please advise me to a CPU fan as well. BTW I do understand hardware basics so don't be afraid to explain in detail. Don't be afraid to be frank to the point of rudeness as long as it is constructive regarding any mistakes I make on this question.

I wouldn't use those PSUs with this system, you might end up frying them and some of your components.

I would say that it's better to go with a system that has dedicated graphics since you will be doing some gaming. I also added a PSU to the build since I suspect that your current PSU isn't very high quality (what is the exact model?).

PCPartPicker part list / Price breakdown by merchant

CPU: Intel Pentium G3258 3.2GHz Dual-Core Processor ($69.99 @ NCIX US)
CPU Cooler: Cooler Master Hyper 212 Plus 76.8 CFM Sleeve Bearing CPU Cooler ($19.99 @ Newegg)
Motherboard: ASRock Z97 EXTREME4 ATX LGA1150 Motherboard ($128.99 @ Newegg)
Video Card: Gigabyte Radeon R9 280 3GB WINDFORCE Video Card ($229.99 @ NCIX US)
Power Supply: XFX 550W 80+ Bronze Certified ATX Power Supply ($55.48 @ SuperBiiz)
Total: $504.44
Prices include shipping, taxes, and discounts when available

This build is fairly unbalanced though, it might be a better idea to get an i3 and change the GPU to an R9 270X. This is unless you're willing to do some heavy overclocking on that Pentium.

I have the PS480D and the PS480D2. The D2 I know works because I've already used it in another build. I also have another question. If I plan to do a MB-GPU-CPU build I will more likely spend more on CPU later on, or if I do a CPU-MB build, I will probably spend later on a GPU (I'm thinking of getting especially a maxwell GPU considering the increased efficiency power wise).

If you go with a MB+CPU setup, you have two not-so-good choices. Intel, which is upgradeable and more powerful CPU-wise, but has very poor integrated graphics (no gaming until you get a GPU), and AMD, which can't probably be upgraded in the future, making it a future bottleneck for your system.

This is why I'd recommend sticking with the MB+CPU+GPU build, it will give you pretty good performance from the start, and it'll be even better if you decide to upgrade the CPU in the future.
