Some motherboards allow power through the usb even while off or in standby (for charging devices). That is probably why you see the keyboard light up. Check your motherboard documentation or settings for this feature (or post the model #).
 
That's alright. I leave my power supply on all the time. If you keep having power blackouts its a good idea to leave your power supply turned off when the pc isn't being used.

Depends on the keyboard whether lights stay on. Mine don't when I turn the pc off - even if I leave the power supply on.
 
Without knowing your motherboard model.
Some motherboards will have a jumper and others a bios option to power the PS2 and a couple USB connectors off of the 5vsb or 5 volt stand by circuit from the power supply. Which is still supplying power when the computer is off, but not when the power supply is turned off by its switch.
This allows for charging devices by USB or to start the computer by mouse or keyboard buttons.
